As Director of Planning, Design, and Development for the City of Charlotte, Ms. Holmes is committed to building a more equitable Charlotte. She demonstrates a deep understanding of planning and development with a steadfast commitment to the residents of Charlotte. Her ability to build cross-functional teams in the city’s organization serves as a valuable catalyst for the community’s rapid, ongoing growth. Prior to her current role as Director, Monica served as the Deputy Director, the Executive Manager of the Corridors of Opportunity Program, and spent her early years at the city leading the Transit Oriented Development (TOD) Ordinance rewrite and focusing on building an urban design and placemaking program. Monica’s most proud accomplishments include the unanimous adoption of the Community Area Plans, the successful implementation and deployment of over 50 million dollars for Corridors of Opportunity public and private investment, and the staying power of the team at the Urban Design Center. Before joining the city of Charlotte, Monica consulted over 40 communities, both big and small, on planning and urban design issues in the private sector. Holmes earned a master’s degree in city and regional planning from Clemson University and holds bachelor's degrees in environmental design, architecture and history from North Carolina State University. In her free time, Monica loves taking trips with her family, exercising frequently, and enjoying her walkable, urban neighborhood.
